It's like 1% mechanically recovered meat. They take a dead cow, once all the cuts of meat have been taken off they force it at high impact through a mesh. This pulverises the leftovers, cartilidge and bones through a sieve like device. Turning the meat into a liquidy slurry. This is then shaped and cooked.

BTW in the past in Mumbai and I guess today as well, it was common to eat sheeps brain cutlets.
