The developing nations always get technology last so they get the better tech, that's why it's so slow in the US.  I'm guessing that's why the US is 110 V and most of the world has a much higher domestic voltage by default.

What countries get technologies first?  The rich ones that develop the technology in the first place.  So, for example, when the US invented the telephone and rolled out the infrastructure it was copper.  That infrastructure has largely remained in place even though later technologies that were far superior, like fiber, have come along because the existing infrastructure is too important to remove/upgrade en masse.  So they only upgraded in high population centers.

Developing countries have the ability to adopt the most recent technology without being constrained about the concern of an existing infrastructure.

This ludicrous response was mostly triggered by your "suck it bitches" comment -- as if faster internet is something that is a point of national pride -- I was cheekily pointing out that sometimes it is superior to be a pioneer rather than the one that sits back and capitalizes on the ingenuity of others.
