Generally people love SH2. Its considered to many to be THE psychological horror game with one of the best stories in gaming. I found it to be a bit boring and liked the original more. As for RE, RE2 was another masterpiece but after that they all sort of followed the same formula until RE4, so you have the important games covered.
Its a lot to cover in 30 minutes or so, I don't know how you will so it. I could talk RE alone for 30 minutes.
at this time oddly enough the wii seem to be the leading system for horror games

Yeah I don't think that would work so well. My company has two games that we're in talks to promote. One is a web based mob game (not Mafia Wars) and the other is a still nameless RPG.

I'd encourage you to read the wiki page and view a youtube on Rule of Rose. It's very distinct, and as a bonus for the purposes of your talk is also controversial. Very disturbing game with incredible art.

Mentions of Phantasmagoria? Nice pick. Make sure you get some video of the deaths, to help show off how horror it can be.

Yeah Puzzle of the Flesh was a god awful game. I made the mistake of recommending that to an old girlfriend of mine who I was trying to convert into a gamer. Whoops. It still worked out though as she became a huge fan of Kirby and his games.
This story does have an unhappy ending though as the bitch never gave me back my NES and SNES and all the games I had with them, which I had (against my better judgement) left in her apartment since I was busy with the PSX and N64. Still two systems and 2 dozen games was a small price to pay for getting away from that bitch.

Sadly this game was refused release in the UK and never got to play it. In fact I think it only got released in France and maybe a few other places in Europe

Okay my horror panel is officially good to go. I've got 30 to 45 minutes to cover the subject so I'm not going to be able to spend too much time on any one thing. Here's my list thus far. I'm not going to spend too much time on invididual games, unless they had a huge impact, were very controversial, or are so ridiculous they deserve mention. Here's the early outline. The ones in bold are the subjects that I'm going to spend a little time on:
