I think that people have more faith in gels and stuff because it is not the normal thing, therefor people are more likely to actually use it properly. With soap you just do your daily thing of rinsing your hands for 10 seconds. With the gels you'll take the time to actually spread it all out untill it dries. Seriously, have you guys tried washing your hands for 40-60 seconds? It feels like an eternity.
Also, for the sake of nuance: You're still allowed to go to work and stores in Italy, it's just that all sports and social things have been cancelled. No taking the kids to soccer or meeting with friends in a pub. These meassures will either result in lots of babies being born in december, or a lot of marriages breaking.

It's what we are accustomed to and what's convenient. Teachers line their children up have one child walk around with sanitizer and put one squirt in each child's hands before they walk to lunch. It's way faster and neater than lining them up in front of the sink to let them wash hands.
