It won't mean all console games will work on handheld, but it will mean all handheld games would work on console.
They can't put all their handheld games on Wii U right now as they use completely different operating systems and are too hard to port. Even devs making Unity games find it hard to port to 3DS and that has Unity middleware up and running on it.
That's not entirely true, it did work in a massive huge way with Wii and DS and brought them back into the game and back into relevance. Remember they made 25 years of profit in a 5 year period and multiple times more money than anyone else ever has, in the industry in one of those years.
It's only natural they would have tried the same thing with U. But they are trying to capture lightning in a bottle twice and that is a hard thing to do. I appreciate that they try something new, keeps me invested in gaming. Without it I would probably slip even further out of the scene.
My first Xbox 360 came with a free 2nd controller. Since I never play local multiplayer, I took it down to Walmart the next day, and got a $50 refund for it.

I've considered this but remembered that my Dual Shock 3 went through hell thanks to my kids. It might be nice to have a spare. Now, Call of Duty: Umpteen? I may very well return it, though I am slightly interested in the gameplay and how it looks.

ZombiU 2 was in development for a short period back in early 2013 before Ubisoft put their foot down and cancelled it.
Didn't the system only launch late 2012?
They probably started on it right after the first one, then when it didn't sell what they hoped for they axed the sequel.
