Okay I watched it. Nice reminder of why I don't watch anything from G4. He almost makes some good points, but ultimately I saw it almost as a plea for games that already exist. He has to qualify his arguement first by saying "ignore the Wii" and then mentions that these types of games still exist from small indie companies. So right there he's already framed his argument by eliminating a console and most downloadable games (he also left out handhelds). Essentially he's just making this point for the 360 and PS3. Everywhere else it's almost invalid.
Not trying to nitpick it apart, but he could have scored some points with my by actually taking a minute to give some examples of some cartoony/character driven action games that do exist and maybe deserve to be played, rather than just saying they barely exist and we should have more.

The latest Game Informer (the one with the abhorrent cover that has the oil-painting-like impressions of game characters that makes Jade from Beyond Good and Evil look like Tina Turner) is so bad I'm reluctant to do my usual break down of it but this jumped out at me from the GoldenEye review, (it is 5 paragraphs by the way) "Don't bother playing this without a Classic Controller Pro.
EA's publicity company registered some URL's last month, so probably. I predicted a Kinect game.
As soon as I saw Sessler and Penis in the same sentence, I avoided the video.
Sessler is always annoying and mostly wrong. And on this case, as it has been laid out here by you he is wrong again. Sounds like he has a conclusion and then went looking for evidence instead of observing then forming a conclusion.
I never found this game to be that good looking. Sure the character models and the ocean look great. But everything else looks like shit.

A Columbia Daily Tribune report, citing data from BFads.net, says that Rock Band 3 is the most anticipated game this holiday shopping season? What? One might come to the conclusion that, given the early popularity of releases such as Call of Duty: Black Ops, Assassin’s Creed: Brotherhood, Fallout: New Vegas and the soon-to-be-released 1200 lbs. juggernaut that is World of Warcraft: Cataclysm, a different title would be at the top of this list.

Entirely true.
In his defense though, it was with the excuse of the release of the Sly collection on PS3, but he did go off into a big tangent and tried to make a very general point which falls apart unless it's made within the boundary conditions you mention (ie for PS3 and 360 only and even excluding downloadables). However it's mostly true for those consoles and I think that a lot of beautiful games could be getting made if they weren't all so very macho. Off the top of my head, Ninokuni is the only game I can think of with such qualities planned for the HD consoles, maybe Beyond good and evil 2 though even that has been given a shot of testosterone compared to the original

Hmmm...Epic Mickey getting a lower score than those other top Wii games like DKC Returns, GoldenEye, Super Mario Collection, and including Black Ops and Golden Sun isn't a good sign. But I guess 8.5 is still good though.
Also, GT5 got much lower scores than I expected. I wonder if reviewers are being too harsh though, like IGN's review. They gave Forza 3 a 9.4 and last time I checked, Forza 3 was also criticized for being just Forza 2 with updated content. I never heard of that IGN reviewer who reviewed GT5. I thought maybe someone like Hilary Goldstein or Daemon Hatfield would review it.

Someone on GAF listed the slaes progression with the Call of Duty games since the CoD2. With every new game, the sales increased.
I doubt shooters will become popular in Japan but this is a good sign. Square-Enix publishing it is helping though. And it's the complete opposite in Japan from the west and how the PS3 version sells more even though it's been fully confirmed that the 360 version is the better version.
Also, Japan gets these. I'm freaking jealous!
