It would be really weird for the GTA team to be making the next Bully while the Bully team is doing Max Payne 3. It's like musical chairs.

Who says there has to be a GTA5 any time soon? They're doing fine with expansion type stuff alone it seems. Maybe they'll wait for the next gen before doing a complete overhaul with new engine (or not), new graphics, new mechanics, new city, etc. Or at least after a break with other, not quite as HUGE projects. Ie, Bully & expansions.

Rockstar has gone on record saying that there will be no more expansions for GTA4.  Whether that means the next chapter is GTA5 or something more along the lines of a Vice City is coming up is something else however.
