I actually think he wouldn't have the tattoos in the actual movie. I think that is just something that they added because today is the 75th Anniversary of the Joker. Each tattoo represents something that the Joker did during his 75 years of existence.

The robin tattoo on his right arm references the fact that he killed Jason Todd.

Well, I branded four out of five war chiefs in Mordor. And holy shit, it took me forever to figure I could command some of them to infiltrate strongholds.  I had been playing this game the wrong way since forever. 😞
