You're a little off, and I say that sarcastically. We're GMT -4 right now, meaning 1AM here is 5AM in London. It'll be GMT -5 when Daylight Savings Time ends on November 1.
The time is the usual because of the people who are typically involved. If we had people at different times actually willing to take part, then the time would adjust accordingly.
