Haven't played Bayonetta, but beat 'em ups=much higher standard of polish than third person shooters because they've been around for so much longer (and it's also much easier to make a beat 'em up feel more grandiose due to how tactile they are compared to shooters). Vanquish is easily as polished as something like Uncharted 2 which is high budget (obviously we'll have to agree to disagree here). Both absolutely excel in one area of game design, but are pretty lacklustre in at least one another. This gen we might see a third person shooter that is a complete, polished package, but we certainly haven't so far.*
Anyway, polish sucks. I couldn't give a shit about polish; and that's my point. I don't want polished games, I want good games where the objective is to create something interesting, not something polished. And that's the difference between high budget and medium budget: medium budget is forced to try to do interesting things because it can't compete with the polished turds that are high budget games, and are thus called the turds they are when they're not polished. If Bayonetta actually was high budget, it wouldn't have been so interesting. Not that I've played it...
*Unless we call RE4 a third person shooter, in which case it's the only third person shooter made thus far that excels in all areas of design, and is polished to the nth degree.
