The discount for plus members is really insignificant.  It's like 5% off the list price.  It's hardly going to factor in when you're thinking about buying a game or not.

The big sales eg so and so game 50% off are for all psn members (non-plus members included).  You may get something over and above that if you are a plus member but it's very little.
