It looks like (at closer inspection) that those shots are from inside some kind of amusement park or informational diorama and those people are supposed to be enamel animatronics. They still look like ass though.
I dont get why it looks like that. Maybe they are pics from the PC version on low settings, but why would they be taking and promoting these pics? It's not like the game is out and some forumer is snapping crappy pics for the hell of it.

I think it's just unintentional. People say XBL and PSN all the time as shorthand for DL content.
It probably was unintentional, but WiiWare ganes only have a max size of around 40MB, so I guess it would mainly depend on how big the final game turns out. If it's bigger than that, then Sega would have to go retail disk, and that might not be something they're interested in doing with Project Needlemouse. Time will tell.
