The character will NOT appear if you do not have enough affinity for the level you are doing. (1 = 1 heart, 2 = 2 hearts, etc.)
They are Skells that you need to manufacture. You go to the other station, the one where you level up those arms manufacturers with Miranium.

There is a whole games worth of stuff related to recruitable characters, their affinity missions and heart to hearts that aren't even properly signposted and logged in game. Quite a few recruitable characters in the game were additional DLC in Japan that have been given to us for free. I've had to read online on how to do this stuff, but yeah it unlocks a whole new depth to the game.
Regarding the Off The Record Missions - wtf?! This is serious hardcore RPG shit, not signposted at all. One of the riddles involved a tyrant that only appears in one HEX for two in game hours, with no indication of where it might be other than that it was on one continent.
On levelling up side characters, instead of manually levelling them up I just recruited them and played normally and they all levelled up really fast, seamlessly by themselves without me having to do much.

Yeah but you can handle higher level enemies fairly easily with level 60 Intergalactic ultimate weapons and gear plus using powerful augments and raising gear properties.
Yeah those Off the Record missions can be pretty cryptic. Most of those that I did though were by accident when I was just playing the game. I do a lot of fighting enemies, gathering items, and just plain old exploring.
Characters do level up pretty quickly and easily and take one low level character with my other level 60's and beat some high level enemies. I am at the point now though where I can solo some high level beasties with my Ares 90 Skell so taking three low level characters with me to level them up is no problem.
I finished chapter 11 last night, if it finishes in chapter 12, in all honesty the story part of this game is rather short compared to XB Wii. It's everything else which makes the game bigger. If it weren't for fast moving skells and flight the game clock would be double what I have played at the moment.
Anyhow I had my team in that base in chapter 11 and my team all died but strangely I managed to take out two other enemies on foot by myself.
How do I get to these probe sites?
I think for the top probe site you need to fly to a cave where the entrance is on the side of a cliff facing out towards the water. Fly around over the water and you will see a cave opening with a faint red glow and smoke coming out.

Ah I know where that one is, I've been avoiding it because there are high level enemies in there. Anyhow I was in a fight and Elmas skell got killed, I thought. Then the battle ended and suddenly she was back in it. Then I went to fight someone else and she verbally said she was out of fuel and had to fight on foot. I didnt realise that each individual skell had difference fuel levels.
I'm pretty sure that it's in a cave that you enter somewhere near the outside of NLA but I can't check right now so I'm not exactly sure where. It might be close to the West gate. Go to the West gate entrance and try searching along the edges of NLA going to the North.
They've definitly fucked the star rating on some of these bounty missions.
I'm coming across 2 star missions that are near impossible at my current level 55.
I also had 4 skells with me at level 55 vs two level 36 Syloths and they creamed all of them and I had to finish them on foot.
There is also a mission in Sylvanum where a lifehold was involved and got ambushed by level 40s who I should have beaten easily, but noooooooo.
Git gud scrub.
Careful with those Skells, they get incredibly expensive to salvage once you lose your insurance and salvage tickets.
Yeah that Lifehold mission was pretty tough. The enemies will keep coming because you have to survive for 3 minutes then after that you can finish by eliminating 3 or 4 more final enemies.

I read in the manual that your teams skells (not your own personal skell you are using) get repaired for free whenever they get trashed. So what I do is save before a big battle, and if my skell survives I just go back to the barracks to ressurect the others. It's worked so far.

Ah ok. I was certain that my teammates' Skells had been trashed more times then the amount of insurance but they were continually being repaired for free. Now I know why.
Well I'm a MAX level 60 now but there's still stuff I can't equip because of class. The most powerful ground gear weapon seems to be a javelin. Just rediscovered and max levelled my Skills. Damn son there are massive gains to be made, 40% improvements to things like damage and HP.
Haven't even begun with augments and attributes.
I completed the story mode, holy crap is the ending ever resolved?
Anyway I just discovered that there were all these new skell weapons developed that I didn't even know about until you go to develop new gear.
At the end I received two items, Vita and Lao? What do I do with these?
So where are these post story special missions in the barracks?
Congrats on finishing the game GG.
I'm not sure if we get any resolution to the story ending as I still have stuff to do. It may just end up being something leading up to a sequel perhaps.
I'm also not sure about that stuff you get at the end. There's still a lot of aspects to the game that I've yet to fully delve into.
I think those special missions are accessible at the console in the round middle room in the barracks, where you get division rewards and use reward tickets.
