Well, I got sick of my dirt town, and decided to do somthing about it. Using the Wii's internal clock, I time traveled one-day-at-a-time two months into the future. My town now has about 40-50% increase in snow. Unfortuantely, I had two town members move out, but I really don't care that much. I have two new ones now. I may continue to do another 2 months of time traveling to retrieve the rest of my lost grass/snow.
I did not decide to do this lightly. I have recently come to the point where I simply wasn't enjoying the game like I was before all of this "animal tracks" nonsense. It seems that Nintendo is hell bent on punishing AC owners who play the game too much, and that pisses me off. I normally hate cheating in a game, but in this case, I don't consider it cheating. I consider it a fix for bad programing. I also have not kept any of the items (fossils, gyroids, ect.) that have shown up due to my time traveling. I tossed all of them into the recycle bin.
I have confirmed a couple things about "animal tracks", though
(Note: AC's town is based on a grid, I call each square in that grid a tile)
You can only damage a tile once per gamplay session: If you only play ACCF once per day, then you can only damage a tile once. It doesn't matter if you are running or walking, the damage is the same. I walked/ran over the same group of tiles over and over again, and only one level of damage formed. However, if you have muliple gameplay sessions per day, saving/exiting the game between each, then you can damage the tile more than once per day. During the first month that I had ACCF, I had 3 or 4 sessions per day which resulted in 4x the normal damage to my grass. This is why my town looks like crap.
Tiles will take about 4 days to fix one level of damage: This is a rough guestimate, but I believe it's accurate. According to a recent Iwata Asks interview, the devs that worked on ACCF claimed that it would only take a day or two to fix a damaged tile. I don't believe this is true because I have carefully monitored what two days does to a tile, and I can't see any difference at all until the fourth day.
Not playing for several days or weeks will not regerate grass/snow: When I first time traveled, I went one week into the future, and my town looked exactly the same. I then went six months into the future, and all of damaged titles still looked exactly the same. However, going into the future one-day-at-a-time for a week, then I saw real improvements in my town. In order to regerate your grass, you have to turn it on once per day. If you skip a week, only one days worth of regeneration will occur, not seven. this is another bad programing decision. AC works on a real-time clock/calendar, so the passage of time should regenerate your town even when you are not playing, but that is not the case here.
Animals don't damage tiles: I have watched this very carefully, and while they do leave footprints in the snow, they don't seem to damage the grass/snow at all. This is a good thing since they only damage that can be done to your town is only from human players.
Online multiplayers cannot damage your town's grass?: I have not had the chance to fully confirm this, but I believe it's true based upon my last trip to Gamingeeks town. I could not see any noticable damage happening from my walking on his snow. I really hope that this is true, but further investigation is required to be certain.

Once I have fully restored my town's grass/snow, I will then make another Town Tour video for Youtube showing the differences that have been made. I believe that once it's all done, I will be able to once again enjoy this game the way it should be enjoyed. I'll just have to be more carefull with how I play it for now on, though.

Yup. I actually did it 90 times now, since I did another months worth before bed last night. My town now has about 80% of its grass back. I'm much happier with it now. I also have several new residents to talk to now.
Perhaps it does start to recover in one day, but it is not noticable at all.

So I made a second character. I made a female called Amy because I had an Amy Futurama Mii I wanted to use. Why? Well my storage case was almost full with items and no new rooms were forthcoming though I hear that you get 3 per house in City Folk. Now I have a seaside pad to dump items in and make new rooms. But making a female character was also a stroke of genius, before all the female clothing and womanly items went to waste, I just ignored them, but that is missing out on half the items in the game. Now I can deck my second house out with pink walls and try out all the lastest girly hats and stuff. Living out the transvestite dream
