Once you've discovered a village, they will sell them. Have you found the Great Deku Tree?
I'm about 20 hours in, so I've come across many villages, just none that sell arrows... or rather that's wrong... I've not had the money to buy them. Great Deku? No not yet.
Jeez Aspro. Just do what Sup said. Stand just out of range of archers and pick up what they fire at you. You will also get some from bombing crates. Otherwise buy at any village. If you need cash break the black rocks and sell the ores you get. You need some for upgrading armor but luminous stones are plentiful and not used for anything important - don't give 20 to the zora. For food there are tons of mushrooms, radishes, fish - try bombing them. And importantly apples are everywhere, bomb trees for them. Cook 5 and you will get a 5 hearts meal. Cook everything except don't mix critters or it might spoil your dish. Otherwise just head for shrines as most at puzzle based and don't require high level combat or armor. When you have 4 orbs just ask the goddess statue for more hearts. If you are early in the game get the hylian armor from kariko village and use the great fairies to power it up. Alternatively get the shiekah armor and just run up to sleeping enemies and sneak strike. It seems expensive but selling some luminous stones would easily cover it.
IF you make your way through the lost woods, you'll find the Deku Tree and inside you can always buy arrows and a radish. I stand by the radish, it's a lifesaver.
