Wow poor green lantern wont get a movie till 2020. And no individual Superman or Batman movies. Eh that list seems off. Aquaman is getting a movie? Shazam? Cyborg? Well marvel is giving Ant-Man a movie so I guess that is where we are at right now with comic book movies.

Many think she is playing Carrie Kelly but I don't think it is true. I think she might play Barbara Gordon/Batgirl.

That actually makes more sense.
Neil Gaiman mentions why Sandman wasn't one of the DC titles announced
"[Sandman's] not a DC Comics film. It’s a Vertigo film. That’s a different slate of films, and a different announcement."
This goes with what Geoff Johns tweeted about more announcements will be on the way.

James Wan will direct a DC Comics movie
“James will make an important movie for New Line and Warner Bros or DC, and that is definitely part of the plan, and a reason for bringing him into the family. He’s the only overall director with a deal here, because we see him as a class of one.”
He is normally a horror director. He also directed Fast and Furious 7. He might direct Shazam since it is New Line Cinema and he worked with the Rock on Fast and Furious 7. I think New Line might also be handling the Vertigo comics films.
