I'm sure many have heard me give reference to a series I am creating titled "Gunraidan". Basically it is my dream to create my own matured adult rated (non hentai) anime series.
First off all of these are my drawings. Second, the characters, premise, and pretty much anything but the title isn't even close to be finalized.
Basically the anime is about Earth in the far far future. Nearly everyone has died due to tons of warfare over the years. Eventually the human race was reduced about 350 million as entire towns, citys, and countries were destoryed. From this confusion even more conflict came about and when all was said and done two different power emerged. One which was facist and communist, the other a corrupt democracy. For generations the two seperate regions have been in a Cold War as everything is guaranteed but when the time of introduction of the chaos.
The story focus's on the corrupt democracy as the whole regions is one giant city (as shown below):
As you can see it is divided into different sectors. Two of the sectors are for the "accepted" ones who ignore the governments corruption and play by the rules. Though due to standards usually following far below todays standards of poverty this is basically only limited to the rich. The other sectors are for those who disobey who end up living in a wasteland full of crime, dilliquents, drug addicts, gangs, and what not. (shots of these sectors shown below)
Emerging from one of these hell holes is a top notch assassin given the title of "Punk Rebel Ecks" (as shown below).
Doing his regular duty's he hears upon a 13 year old prosititute named "Itsy" (as shown below)
Causing havoc and mayhem the bounty on her head quickly reaches an impressively steep mark. Quickly Punk decides to presue her to rank up the cash. However things aren't as easy as they seem as Itsy is definately no ordinary girl. Quickly she takes down Punk and puts the razor blades of her jump rope to Punks neck. She states that she will spare Punk's life if he will accept a task. Obviously curious Punk asks what it is that she would like him to do. Itsy responds by telling Punk that she wants him to help her kill a man. That man is none other then the leader of the region (as shown below *the leader of the facist region is just below him if you guys are interested).
Punk accepts the offer and Itsy then knocks him out. The story continues from there but I'm not 100% sure what happens past the next scene. All I know is that the story is going to be a hell of a ride.

Some tips: fascist and communist are totally opposite of each other. So it would make more sense to make them either commies or fascist. Or even better commies vs fascist.
Second read some Judge Dredd comics for inspiration. Judge Dredd has awesome huge cities that could inspire you.
Third, non hentai? What is wrong with you
Fascism is the most conservative as possible, communism is the most liberal as possible.

You also probably mean a republic and not a democracy, though everyone seems to do that.
And lastly it's possible to have a fascist republic or a communist republic. When people think of communism, they think of totalitarian communism (controlled by a dictator through force).

Anyway remember guys these drawings aren't even close to being done so nothing is close to being finalized. Though the plot will flesh out with more then what meets the eye.
Anyway I haven't heard of Judge Dred but I looked it up quick and the city ideas sound pretty similar. Should I read the comic or watch the movie?
Also no Gamingeek I don't have my PC to animate just yet, but hopefully I will soon.

Read the comics, so much better. They are beyond awesome. But do not stop at Dredd, read other comics and play videogames too. Many have a post apocalyptic theme.
Think of the Matrix, Mad Max, Fallout, Metroid (post apocalyptic for the Chozo), Terminator, etc.
These stuff may inspire you further.
About communist vs fascist thing. Do some research on the ideals of these political spectrums, but do not stop there. Each of the spectrums have their own art, symbols, etc. This can help you to design your cities. This will help you in creating believable worlds.
Basically Science Fiction is a big "what if" question. A thought experiment. What would happen if we could travel in space? What would happen if we the world is destroyed? The fundamental question is what would we humans do? So science fiction is about humans and what makes us human.
No need for you to start you own site Punk, just do it here!
I played all of those games and watched those movies. Personally none of those inspired me much.
So far if anything has inspired me it would be Escape From NY/LA, The Warriors, Bladerunner, Akira, and Metal Gear Solid. I say "if anything" because I believe that my mind and creativity should be primary when creating my own world. Because when you take too much inspiration you eventually get just a copy, cut, and paste montage.
But yeah I agree that I have to look into those points you gave further.

An example, I watch Mad Max. I see an post apocalyptic desert world. This inspires me to create a post apocalyptic jungle world. And things work totally different in a jungle than they do in a desert, so everything else changes too.
Inspiration =/= Imitation.
P.S. you should not only read Judge Dredd because of inspiration, you should read it because it is awesome.
